She was born on July 27, 1960, in Chelsea, Massachusetts to the late Elisha M. and Jestina E. (Smith) Garrett.
With her father serving in the Armed Forces, Elizabeth frequently traveled throughout the country. She, along with her late sister, Patricia "Patti", provided care for their parents until their passing.
Elizabeth was formerly employed as a legal secretary. She held a devotion for the Law Industry and enjoyed working within the profession.
She moved to Rowley in 2021 to spend her life with James "Jim", her Life Partner. Here, she found great interest in nature walks, the great outdoors, and being a homebody. She also enjoyed cooking and would often find comfort with making her signature dishes.
Elizabeth leaves behind her dear and loving Life Partner, James J. Foley. Survivors also include; five brothers, Nathaniel Garrett of Amesbury, Elisha Garrett, Jr. and wife Weni of Boothbay Harbor, ME, Michael Garrett and wife Jacqueline of Dorchester, Tommy Garrett and wife Maureen of Haverhill, & Mark Garrett of Plaistow, NH; one sister, Belinda Levine and husband Jed of Las Vegas, NV, along with several generations of nieces and nephews, extended family and dear friends.

Calling Hours will be Saturday, October 14, 2023, from 9:00AM 11:00AM. A Funeral Service will follow at 11:00AM at F. S. Roberts & Son Funeral Home. Interment will be held in Rowley Burial Ground.
Arrangements are entrusted to F. S. Roberts & Son Funeral Home of 14 Independent Street, Rowley, Massachusetts.
