Frances was preceded in death by her parents Joseph and Bertha Stephens; her sisters, Libby Tennis, Mary Ann Stephens, and Catherine Mooney; and brother, John Stephens; her husband, John "Jack" Harvey Owen; and her daughter, Mary Haywood Owen.

She is survived by her daughters, Karen Owen White (Bill), of Winter Park, FL and Beth Owen Barrett (Stephen) of St. Simons Island, GA; her grandsons, Joe, Jay, Nicholas, and Nathan White, and Owen, Jack, and Sanders Barrett; great grandchildren, Dax, Teddy and Leilani White; and a long list of nieces and nephews.

A funeral mass will be held on February 2, 2026, at 3:00 p.m. at St. Williams Catholic Church on St. Simons Island. A reception will follow at the home of Stephen and Beth Barrett. A private family burial service will be held in Mobile, AL at a later date.
