Frances Parker Obituary

Frances (Fran) Belle Parker, a cherished wife, mother, grandmother, great-grandmother, sister, and friend, passed away on December 10, 2025, surrounded by the love of her family. Known for her kind heart, vibrant spirit, and the unmistakable warmth she brought into every room, Fran leaves behind a legacy of devotion, generosity, and joy that will be felt for generations.

Fran was the beloved Bride of Hubert E. Parker Jr., with whom she shared 68 years of unwavering partnership, laughter, and love. Together they built a beautiful family, a home filled with faith, humor, and the values that shaped each of their children. She is survived by her devoted children: Deb Mesaris, Wayne E. Parker and his wife Tracy Parker, Michael A. Parker and his wife Jennifer Parker, Patrick J. Parker, Anne Marie Parker and her husband Chris Gonce, and Stephanie A. Walsch and her husband Marc Walsch. Fran took immense pride in her 13 grandchildren, 16 great-grandchildren, and 2 great-great-grandchildren, each of whom brought her immeasurable joy.

She is also survived by her loving sister Net Magagna and her husband Mark Magagna, and was predeceased by her brothers, Edward and Arthur Knight, whom she held close in memory throughout her life.

For over 30 years, Fran worked as a dedicated CPA for Baltimore County Public Schools, where her sharp mind, steady professionalism, and compassionate nature made her an invaluable colleague and trusted friend. Outside of work, she was a loyal supporter of the Baltimore Ravens and Orioles, cheering passionately-often loudly-and celebrating every win as if she were part of the team.

But above all, Fran will be remembered for her heart. She had a rare ability to make people feel seen, valued, and welcomed. She taught us to have fun, to find joy in the everyday moments, and to never take life too seriously. Her laughter was contagious, her hugs unforgettable, and her presence comforting. Whether offering advice, sharing a story, or simply sitting quietly beside someone who needed her, she left an impression on everyone she met.

Fran lived a life rooted in love-love for her family, her faith, her friends, her community, and the countless people fortunate enough to cross her path. Her spirit remains with all who knew her, carried forward in the traditions she created, the lessons she taught, and the joy she so effortlessly spread.

She will be deeply missed and forever cherished.

A mass of Christian burial was celebrated at Our Lady of Hope Catholic Church on Tuesday December 16, 2025 at 10 AM. Friends visited at the family owned Duda-Ruck Funeral Home of Dundalk, Inc. 7922 Wise Avenue on Monday December 15, 2025 from 2-4 & 6-8 PM. Interment Sacred Heart of Jesus Cemetery.
