Frank Wilson Carter, 75, of North Dinwiddie, VA passed away on Saturday, November 15, 2025, at his residence. Born in Charlotte County, VA, he was the son of the late Jason Daniel Carter, Sr. and Myrtle May Biggers Carter. Frank had four brothers, Edward, Newton, Jason, and William, and one sister, Mary. Mary was the first one to hold and feed baby Frank after he was born.
Frank and Evelyn met when Jason introduced them. Jason was married to Evelyn’s sister, Joyce. Frank and Evelyn were married on June 9, 1972, after he returned from courageously serving as an Army Engineer in Vietnam, where he helped build bridges. They had four children, Kimberly Stevens McCwatters, not from blood, but from love, and Angela and Timmy. They also lost a son, Patrick Wayne. They have four grandchildren, Aleshia, Jessica, Robert, and JJ.
Frank was a hard worker and good provider for his family. He retired from C.E. Thurston & Son’s Insulation. He was a genuine, down-to-Earth kind of man who loved to crack a joke. He was one that you could depend on to help if you needed it. Frank loved animals. He and Evelyn loved many pets throughout the years. Their pets brought them comfort and joy.
A graveside service will be held at 1:00 p.m. on Thursday, November 20, 2025, in Sunset Memorial Park, 2901 West Hundred Road, Chester, Virginia 23831. The family will receive friends from 6:00 p.m. to 8:00 p.m. on Wednesday, November 19, 2025, at the Colonial Heights Chapel of E. Alvin Small Funeral Homes & Crematory, 2033 Boulevard, Colonial Heights, Virginia 23834
