Frank Manning Cupp, 102, passed away on Wednesday, February 18, 2026. He was born to Charles S. and Dorothy E. Cupp on November 6, 1923 in Caldwell, Kansas. He was the youngest of four boys.

He grew up in Las Cruces, New Mexico. After graduating from high school, he was inducted into the Air Force. He served two and half years in China-Burma-India and Guam in the 20th A.F. , 58th B-29 Bomb Wing.

Upon returning from the Air Force, he went to work for Boeing Aircraft as a cost estimator. In 1960 he transferred to the Air Force Martin-Marrieta office in Denver, CO where he estimated, evaluated and negotiated manufacturing and tooling costs at the Space Systems Division in Los Angeles, Calf. While there, he also pursued a contract and grants program with the University of Virginia.

He later joined the U.S. Office of Education in Denver as a contracting and grants officer for an eight state region.

Frank met the love of his life Audie Cudney. They were married in 1953. They were married for 73 wonderful years. The two of them loved to travel worldwide.

He is a member of King's Way United Methodist Church, the Kiwanis Club, The Lions Club, and a lifetime member of the National Grants and Management Association.

A visitation will be Saturday, February 28, 2026 at 10 am with a service at 11 am at Gorman Scharpf Brentwood Chapel. Burial will be at 2 pm in High Cemetery, Berryville, AR.
