Frank A. Mosier was born December 27, 1929, in Hoxie, Kansas; one of eleven children of Decker and Lela Mosier. He attended a local country school located near their farm through the eighth grade and finished his primary education at Sheridan County High School, graduating in 1947.
An avid high school athlete, Frank enrolled at Kansas State University in Physical Education with plans to teach and coach. However, a year of college wrestling plus years of working on the farm, resulted in a recurring back problem. He switched majors and earned a Bachelor's Degree in Business Administration and Accounting in 1951. Following graduation, he accepted a position as the first K-State Athletics Ticket Manager, a position he held for the next 10 years. During that time, Frank continued to pursue his interest in sports by officiating high school football, basketball, and wrestling. Additionally, he continued taking classes at K-State leading to the completion of a Master's degree in Agricultural Economics in 1958.
In 1961, Frank joined the Kansas Farm Bureau as Associate Director of Research and Legislation. This position introduced Frank to the world of politics, through lobbying and meeting with Kansas Legislators in Topeka and members of the U.S. Congress in Washington DC. After five years with the Farm Bureau, Frank joined in an effort through the College of Engineering at K-State to establish the Shilling Institute of Technology on the site of the former Schilling Air Force base in Salina. Frank served as the inaugural Business Manager and Director of Student Affairs at the Institute, now known as K-State Salina. Subsequently, Frank took a position as Assistant Vice President and Agricultural Representative with the First National Bank in Manhattan.
In 1968, Bob Dole contacted Frank to work as his Finance Director during his campaign for the United States Senate. Following his election, Senator Dole appointed Frank as his representative in Kansas; a job that gave Frank the opportunity to travel and meet people across the entire state. This familiarity with the state served Frank well as he accepted a Presidential appointment as the State Executive Director of the Agricultural Stabilization and Conservation Service, a position he held from 1970-1993, with a 4-year hiatus due to a change in the national administration. During this hiatus, Frank served as an Assistant Professor of Cooperative Extension Services at K-State working with a regional council of local governments. Frank retired from federal service in 1993.
Additional activities during Frank's working years and after retirement included many years volunteering as timer or scoreboard operator for K-State football and basketball games, as a school board member of USD 383 and board of the Kansas Association of School Boards, a long-term member of the Solar Kiwanis Club with service as the Lieutenant Governor for the Kansas Kiwanis District, and as a 20-year volunteer tax counselor in a program sponsored by AARP and the IRS.
Frank married Joan Mahanna from Hoxie, Kansas on August 28, 1949. They were blessed with three children, Rebecca Lynn, Derek Alan, and Craig Michael. Frank was preceded in death by his parents, his son Craig, grandson Michael Wassom and siblings Ben Mosier, Lila Marie Fansher, Jacob Mosier, Ross Mosier, Donald Mosier, Steve Mosier, and Stan Mosier.
Frank is survived by: his wife, Joan Mosier, daughter Becky Wassom (Steve), son, Derek Mosier (Jessica); grandchildren Mark Wassom (Jenny), Matthew Wassom (Courtney), Laura Sylvester (Andrew), Derek Wassom (Ashley), and Ben Mosier; great grandchildren Chase Wassom, Nicole Wassom, Garret Wassom, Ian Wassom, Olivia Wassom, Arden Sylvester, Austin Sylvester, Easton Sylvester, Mya Wassom, Leah Wassom, and Guy Wassom; siblings Louise Simcox, Richard Mosier, and Larry Mosier; and many nieces and nephews.
After Frank's many years of work and volunteer activities, he and Joan were content to enjoy kids, grandkids, and great grandkids, along with working in his yard and carving wood and stone. He had a quick wit, loved animals and animals loved him. Caring and kind, he was known as "Uncle Frank," by the neighborhood kids. Frank had a strong, quiet presence and of course, the "Mosier stubbornness."
Frank passed away peacefully at the Good Shepherd Hospice on July 13, 2025. In Frank's own words: "He lived well, and he lived full, and he lived here. And what he began lives on."
The family will greet friends during a visitation on Sunday July 27, 2025, from 1:00 until 3:00p.m. at the Yorgensen-Meloan-Londeen Funeral Home in Manhattan. Private inurnment will be held at a later at the Sunrise Cemetery in Manhattan.
