Frank was born in Jacksonville, FL on April 20, 1964 to Arlean Williams. After graduating from William M Raines High School, he enlisted in the US Army. Frank's 15 year Army career took him to Camp Humphreys in South Korea, Fort Bragg, NC, Fort Vancouver, WA, and lastly Vilseck, Germany. He also went on deployment to Bosnia where he helped rebuild their country after the Bosnian War.
After retiring from the Army, Frank and his family moved back to Vancouver, WA where they continued to live and call home. Over the next few years, Frank worked for the Portland Art Museum and helped open the first Home Depot store in Vancouver. Soon after, Frank started a new career with the United States Postal Service. In that moment, he had no idea how his friendly demeanor and smile, would touch so many people in the communities and neighborhoods he would service over the next 20 years. Through the wet winter weather or humid summer days or physical pain from his Army days, he did it all with a smile and beyond the minimal expectations. While some may not have known him by name, he was known as The Friendly Mailman to many. Customers showered him with gifts during the holidays and showed their general appreciation for him on any given day. It was truly his honor to be the face of the person delivering your mail.
Frank was without a doubt all about family. He met his wife and soulmate, Doraine (Denise) in 1989 and married on July 9, 1992. Together they raised three beautiful daughters- Nicole, Simone and Jasmine. Although he was outnumbered as the only male in the house, he embraced being a father to all girls. He unknowingly set a mark of expectations his daughters would later look for in their own partners and for that, they are forever grateful. He also took great pride being Grandpa (Peepaw) to Makenzie and Raygen (Nicole), Ezra and Isaiah (Simone) and Aries (Jasmine). As the grandkids took on their own interests and hobbies, Peepaw was there and ready to join them, like movie nights, building LEGO sets or playing Nintendo Switch. He made sure to build a loving and special bond with each grandchild no matter their stage in life. If there was a will to do something for the grandkids, he knew there was a way to make it happen.
Frank had a wide range of hobbies and interests. From building and painting model cars to being an avid sports fan. He always proudly represented his hometown NFL team, the Jacksonville Jaguars. Frank loved to travel, whether it was a road trip to visit his daughters and grandkids or go on a tropical getaway with his wife in The Bahamas or Cancun. On his days off you would find him watching some type of sports on tv, washing the cars, keeping a beautiful yard or the much deserved relaxing out on the back patio with his wife.
Frank was preceded in death by his grandmother, Dorothy Frison (12/23/08) and mother, Arlean Williams (11/30/24).
Frank leaves so many loved ones to cherish and hold his love and memories in their hearts. His wife, Doraine (Denise), Mother-in-law, Ruby St Clair, his daughters and their families- Nicole & Eric Eilers, Simone & Matt Taylor and Jasmine & Jarad Anderson. His precious grandchildren, Makenzie (Kenzie Popcorn), Ezra (Ez Rock), Isaiah (I-Rock), Raygen (Sweet Peaches) and Aries (Lil Man). He also leaves his brothers and their families- Kent, Curtis and David. Aunts and uncles Willie, Gussie, Daniel, Julius, Lawrence, Cynthia, Harriet, Rickey, Harry, Regina, and Lillian. His father, Frank Harris. Brothers-in-law, Terry Bozman and Brian Bozman and sister in law, Kimberly Thornton. Along with many special nephews, nieces, cousins and other loved ones.

My name is Sherri, and I work at the VA Outpatient Pharmacy. I knew Frank because he would come to pick up medication for the vets. He was such a nice man and always had a smile on his face. He was so proud of his wife and family, and he would talk about them often. He seemed to always be on vacation, so I knew he was living life to the fullest. He will be missed. My prayers are with his family during this difficult time.

Frank was my Mailman at Wayside Market for so long I am not sure when he wasn't! I always knew when he entered the building cause his keys had a certain Jingle! He will be dearly missed by all of us at wayside Market Post office and store! Frank...we'll see you in a little bit! You have a good one now!
