CAPTAIN Frederick W. Levin, 87, passed away peacefully on October 23, 2024. He was born in Baltimore, MD on the 31st of August 1937 to parents Earl and Matilda Levin.
Frederick is survived by his wife, the former Janet Faye Ison of Oak Ridge Tennessee, his children CDR Samuel Levin, his daughter in law Melanie O'Banion and their children Jessica, Amanda, Conner, and Mr. Asher Levin and spouse Cheryl Hill. He is also survived by his sister Sherry Rollings and his niece Rachael Rollings.
Growing up in Baltimore, MD, CAPT Levin graduated from Baltimore Polytechnic High School, followed by a Bachelor of Science Degree in Education from Towson University. Following graduation, he enlisted in the US Navy and was initially trained as a Hospital Corpsman, then commissioned a year later as an Ensign. While on active duty, he completed a Master of Arts in International Relations from Boston University, as well as graduated with distinction from the US Naval War College. He held additional certificates from the National Cryptology School, Defense Intelligence College, and Combat information Center School. Through his 31 years of service, primarily as a naval intelligence officer, CAPT Levin served in many rolls around the world including two combat tours in Vietnam. His assignments also included a tour at Forward Operating Base, Operation Deep Freeze, at McMurdo Sound, and shipboard tours on the USS Vance and USS Mt. Whitney. He served in various roles on staff with, US Naval Forces Japan, NATO SHAPE at Casteau, Belgium and in Geneva, Switzerland in support of disarmament and arms limitation talks. He held the moniker of Commanding Officer or OIC five times, culminating at his retirement as Commander, Naval Intelligence Command (now the Office of Naval Intelligence) and Deputy Director of Naval Intelligence for Production. He received numerous awards for outstanding military service including the Defense Superior Service Medal, Legion of Merit (three times), Meritorious Service Medal (three times), Navy Commendation medal, Navy Achievement Medal, as well as the Antarctic Service metal and various other campaign and unit awards.
After retirement, CAPT Levin's initial foray was a 10-year career in the defense intelligence business, culminating in his second retirement in 2001, as the Deputy Director for Military Intelligence and Special Operations for Computer Sciences Corporation. After this retirement he and Janet moved to Pensacola, FL where he promptly integrated into the local area and began teaching at the University of West Florida in the Department of Government, teaching various subjects including classes in National Security Policy, Military intelligence and Espionage. Concomitantly, he was an Adjunct Professor in Joint Maritime Operations, College of Distant Learning, US Naval War College. From 2002-2017, he also served as an Adjunct Professor in the College of Distance Education and Training, US Marine Corps University, where in 2010 he received the Major General Thomas S. Jones, USMC Retired, Distance Learning Instructor of the Year Award.
Always standing ready to support, he served in various leadership rolls over the last 20+ years in Pensacola area including as the VP of the Stonebrook Village Homeowners Association and as both a member of the cardboard crunching crew at Azelea Trace Community, and as an elected member of the Azelea Trace Resident Council.
A man with deep faith and a drive to serve, CAPT Levin was an active member of Temple Beth El, and the Pensacola Jewish Federation serving as the 2007 President of the Pensacola Jewish Federation and as the President of Temple Beth-El Congregation of Pensacola from 2013-2015.
CAPT Levin was married for 62 years and renewed his vows with Janet on their 60th anniversary. The thoughtful romantic, encouraging father, coach and mentor, Fred will be remembered and beloved by all who had the pleasure of meeting him. He lived a purpose driven life, from the Navy to a business career, to his 20+ years of teaching and mentoring young men and women for service to their community, state or nation.
A memorial commemorating his life and service will be held November 17th at 2:00pm at Temple Beth-El, 800 N Palafox St, Pensacola, FL 32501. CAPT Levin will be laid to rest at Arlington National Cemetery, Arlington, VA at a date to be determined.

I served as Capt Levin's Flag Lt/Sec'y while in Suitland Md in the late 1980's. He was very professional and caring and I was proud to be part of his command. RIP Shipmate!

Dad i love and miss u everyday. Thank u for the life u gave me, the adventures we had and all the traveled roads all around this world. U did so much for us that your impact will never be forgotten. I will tell the stories of u and keep your memory kindred in my heart and in my soul. I know we had our disagreements but you never hesitated to support me. When I came home from Desert Storm,u had a hand made welcome to me on our garage. I'm so glad u were proud of me for being a member of the 82nd Airborne division. And of my service. I gave heard how u bragged about me. Dad I am truly humbled that I made u that proud. I love and miss you Dad

Capt. Levin was my professor at the University of West Florida (UWF), and I had the honor of being part of one of his inaugural classes focused on Political Military Intelligence. From the very first class, it was clear that his teaching style was unique; he created an environment that felt more like a captivating storytelling session than a conventional lecture. His ability to weave personal anecdotes and real-world experiences into our lessons made the subject matter come alive.

Capt. Levin approached his role as a mentor with genuine care and dedication. He took his students under his wing, guiding us with the warmth and support of a proud father. Many of us were still navigating the challenges of young adulthood, grappling with personal and academic uncertainties. In those moments of confusion, Capt. Levin was always there, taking the time to offer valuable advice and wisdom that often helped us make sense of our situations.

When he first met me, he looked at my name and shared that my nickname in Russia would be Sasha. From that day forward, I became Sasha to him, a name that formed a special bond between us, even though my real name is Alexandra. This small yet significant gesture illustrated his ability to connect with students on a personal level.

The impact Capt. Levin had on my life was profound, so much so that I have spoken about him and his lessons with my twins. His passion for education and the profound influence he exerted as an educator inspired me to embark on my own journey into the field of education. I realized how essential a supportive and impactful teacher could be in shaping young minds and lives.

Although he will be dearly missed, his legacy will undoubtedly continue through the many lives he touched. We are committed to carrying on the important work that he was so passionate about, ensuring that his spirit and teachings live on.

I would like to extend my heartfelt gratitude to Capt. Levin and Mrs. Janet for all they did for us during our college years. Your support and guidance meant the world to us. We appreciate everything you provided, and we love you both dearly. You will never be forgotten.
