Harrison Philip "Phil" Hayes Jr.

The Honorable Harrison Philip "Phil" Hayes, Jr. of Florence, South Carolina entered into Heaven February 21, 2026.

Phil was the beloved nephew of his only paternal Aunt, the late Miss Ethel Etta Hayes, a descendant of one of South Carolina's first families. He was the son of the late Mr. and Mrs. Harrison Philip Hayes.

Phil was born in Dillon, SC on September 10, 1952. He was a graduate of Francis Marion University where he was elected his Freshman Class Vice President, Sophomore Class Treasurer, Junior Class President, and Senior Class Vice President.

Phil retired as an Administrative Hearing Judge with the State of South Carolina. He was a member of the South Carolina Administrative and Regulatory Law Association and had course work with the National Judicial College.

Phil was a lifelong member of Pleasant Grove Baptist Church.

A graveside service will be held February 25, 2026 at (12:00) High Noon at the entrance to Greenlawn Cemetery, 1252 Highway 57 South, Dillon, SC 29536, where Phil will be interred next to his father.

Memorials may be made to a religious organization of one's choice.

He is survived by a sister, Susan H. Shuttleworth (Dean); brother, William Michael Hayes (Michelle); Nieces, Dorothy S. Ouzts (Michael) and Michaela Lelah Hayes; nephews, Dean W. Shuttleworth and William Michael Hayes, II; and great nephew, Sawyer DuBose Ouzts.
