Hulin William "Bill" Halcomb, age 83 of Pocahontas, IL, died Monday, September 29, 2025, at Barnes-Jewish Hospital (BJC) in Saint Louis, MO. He was born on Thursday, July 30, 1942, in East Saint Louis, IL, the son of Hulin and Martha (nee Campbell) Halcomb. On Wednesday, October 27, 1993, he married Joyce Ann Halcomb (nee Shevlin) in Belleville, Illinois, who survives. He was a member of Immaculate Conception Catholic Church, Pierron, IL. He was also a member of East Lodge #504 AF & AM, Fairview Heights, IL; York Rite Bodies, Belleville, IL; Ainad Temple A.A.O.N.O.M.S., East St. Louis, IL; American Legion Iten Lee Post #439 (Past Commander), Highland, IL; and Volunteer at Missouri Botanical Garden, St. Louis, MO. Bill was born at East St. Louis, IL. He graduated from Belleville High School in 1960. In 1962, he volunteered to serve with the United States Air Force, where he spent four years on active duty. He was a member of the Iron Workers #392. He retired as Manager of Internal Claims Auditing Department in 2003 for Country Financial. Upon his retirement, he and his wife relocated to their present location just outside of Highland. Bill became active with American Legion Post #439 of Highland and with the VFW & American Legion Combined Military Honor Guard. He served as Post Commander for the 2015-2016 year and with the support of several Legion and VFW members he was able to complete the Veterans Memorial at Rinderer Park on Veterans Boulevard, with the dedication accomplished on July 4, 2015. Bill was tremendously proud of this accomplishment. He established the Military Honors Program for VFW and American Legion in Highland. His enjoyment was golfing, hunting, target shooting, and fishing, Bill also enjoyed traveling, especially to Europe (five times), Canada and Mexico. He will be missed by his many friends, especially Russell D. Erlinger, Tom Martin, Dave Schreiber and Gus Riggs. Survivors include: Wife - Joyce Halcomb (nee Shevlin) Children - Matthew Halcomb and Michael (Audree) Halcomb Stepchildren - Carol (Spouse - John Ratkovich) Reckamp, Matthew Reckamp and Bradley (Tina) Reckamp Step Daughter-In-Law - Michelle Reckamp Grandchildren - Briana Walters, Autumn Reckamp, Nolan Halcomb, Wyatt Halcomb, Jillian Halcomb and Morgan Halcomb Step Grandchildren - Nikolas Duncan and Zachary Duncan Brothers-In-Law – Dennis (Maxine) Shevlin and Bruce (Susan) Shevlin He was preceded in death by: Father - Hulin Halcomb - Died 11/09/1995 Mother - Martha Halcomb, nee Campbell - Died 3/08/2005 Stepchild - Richard Reckamp, died 9/18/2020 Brother - Richard Halcomb - Died 12/2/2009 Brother - James Halcomb - Died 9/11/2019 Arrangements are being handled by Spengel-Boulanger Funeral Home in Highland, IL. Visitation will be held from 5:00 PM to 7:00 PM on Friday, October 3, 2025, at Spengel-Boulanger Funeral Home in Highland, IL, with full military honors. A Celebration of Life will be held at a later date. Memorial contributions may be made to American Legion Memorial Fund.
