James "Jim" P. Gilroy, 67, of Freemansburg, PA, passed away on December 8, 2025, at St. Luke's Hospital. He was born on September 24, 1958, in Pittston, PA, Luzerne County, the son of the late William F. Gilroy II and Naomi B. (Roche) Gilroy. Jim was the devoted husband of Roxann Benny-Gilroy, with whom he shared 37 years of marriage.
Jim was a graduate of Penn State University where he earned a Bachelor of Science degree in Civil Engineering and Construction Management. He was a professional civil engineer whose career took him across the country. He applied his expertise in Nevada, Utah, Kansas, Pennsylvania, and Colorado, contributing to projects that strengthened communities and improved infrastructure. He was a proud member of the American Society of Highway Engineers and the National Society of Professional Engineers, maintaining a deep respect for the profession he loved.
Those who knew Jim will remember him as laid-back, kind-hearted, loving, and exceptionally smart. He carried himself with a quiet strength and an intellectual curiosity that shaped his work and his relationships. Outside of engineering, Jim enjoyed hunting and spending time outdoors, where he found peace and enjoyment. Jim will also be remembered for the positive attitude that he held while going through several years of health struggles.
Jim is survived by his wife, Roxann, along with his extended family, nieces, and nephews and friends who will miss him dearly.
He was predeceased by his parents; his brother, William F. Gilroy III; his sister, Marianne Cerza; and two nephews.
