James H. Howard, age 86, of Richmond, KY, passed away on February 17, 2026, at his home. Born to the late Clyde B. Howard and Mary Alene Howard at the Gibson Hospital in Richmond, on July 22, 1939. He grew up in the Poosey Ridge community of Madison County. Mr. Howard was known for his dedication to family, friends, and community. James Howard was preceded in death by his son Eric Ross Howard and his parents.

James H. Howard is well known in the Richmond area as a local bank president. Mr. Howard served 33 years as the CEO and President of Madison National Bank which later became Community Trust Bank upon retirement. Mr. Howard was one of the founding members of the Richmond Industrial Development Board of which he later served as Executive Director. In addition he served in the Kentucky National Guard Reserves, served as the president of the Richmond Chamber of Commerce, served as the president and member of the Richmond Rotary Club, and served on the Eastern Kentucky University Board of Regents. Mr. Howard was also entrusted with the city finances serving as Richmond City Manager from September 30, 2009, to December 31, 2014. During his distinguished career he received many accolades and awards for his dedicated service to the community.

James Howard is survived by the love of his life Joyce P. Howard his wife of 66 years, granddaughter Gracie H. Smith and husband Keaton Smith, and daughter in law Davina Hicks and husband Frank Hicks. Mr. Howard had a wealth of many special family members and friends.

James Howard also known as "Jimmy" or "Papa" to his friends and family loved riding his motorcycles and driving his Corvettes. Jimmy would be the first to tell you he was the first licensed motorcyclist in Madison County. Jimmy never met a stranger, loved a good joke, and engaging conversations. He will be greatly missed by family and friends.

A Memorial Service to celebrate the life of James H. Howard will be held at 2:00 PM Saturday, February 21, 2026, at The First Baptist Church, 425 Eastern Bypass with Rev. Bill Fort, Rev. Dr. Robert R. Blythe and Pastor David Evans officiating.

Memorial Contributions may be made to The First Baptist Church 425 Eastern Bypass, Richmond, Kentucky or Hospice Care Plus 350 Isaacs Lane, Richmond, Kentucky 40475.
