Virginia Beach - Captain James B. Kramer, USN Retired, of Paperwhite Lane, died peacefully at home on March 13, 2026 in Virginia Beach, VA.

Born in Glen Cove, NY, he is survived by his wife, Patricia; daughters Kathleen (Dan) Law, Henrico, VA; Teresa (Steve) Stanley, Virginia Beach, VA; Mary (Bill) Towers, Norfolk, VA; Sarah (Jeff) Snyder, Manakin Sabot, VA; Amy (Bennie) Reeves, Fairfax, VA; a son James B. (Lorraine) Kramer III, Ellicott City, MD; a sister Jane Butterfield, Williamsburg, VA; and many cherished grandchildren and great grandchildren. He is preceded in death by his parents James B. Kramer and Franchesca Hilda Kramer and his brother John Alan Kramer.

A graduate of the University of Notre Dame, he was designated a Naval Aviator in 1957. His twenty-seven-year Naval career included assignments to three land based anti-submarine patrol squadrons, the USS Constellation in the Tonkin Gulf during the Vietnam War, the staff of the Commander in Chief US Atlantic Fleet and the staff of the Chief of Naval Operations. He was the first US Navy instructor pilot in the P3 Orion aircraft. He commanded Patrol Squadron 56, Jacksonville, FL; the USS Canisteo (AO 99), Norfolk, VA and the US Naval Air Facility, Sigonella, Sicily. His final Navy assignment was as the Dean of Academics at the US Naval War College, Newport, RI.

For eighteen years following his Naval career, he was Contract Manager/Facility Manager for SYSCON/LOGICON/Northrop Grumman in the company's Virginia Beach office.

He was active in the Naval Amphibious Base (NAB) Catholic Chapel community serving as a lector, Eucharistic Minister and Rite of Christian Initiation of Adults instructor and was a life member of The Military Officers Association. He was a volunteer counselor for the NAB Little Creek Retired Activities Office and a tax preparer for the AARP.

A Celebration of Life Mass will be held on Wednesday, March 25th at 11 o'clock at St. Gregory the Great Catholic Church. A reception will follow at the church. In lieu of flowers, memorial donations may be made to a charity of your choice.
