JoAnn J. Splinter, age 79, of Dubuque, passed away peacefully on Tuesday, November 5, 2024, at Luther Manor. To honor JoAnn's life, family and friends may visit from 2:00 p.m. until 4:00 p.m., on Sunday, November 10, 2024, at Behr Funeral Home, 1491 Main Street, where there will be a parish scripture service held at 4:00 p.m. Funeral services will be held at 10:00 a.m., on Monday, November 11, 2024, at Holy Spirit Parish, Sacred Heart Church, 2215 Windsor Avenue, with Rev. Jeffrey I. Frieden officiating. Burial will be in Mt. Calvary Cemetery.
JoAnn was born on November 2, 1945, in Dubuque, the daughter of Clarence A. and Salome K. (Lange) Splinter.
JoAnn graduated from Wahlert High School, Class of 1963. She was employed as a Sales Associate at Walmart for 19 years until her retirement in 2014. JoAnn was always very creative and owned her own craft business for 20 years. She sold her flowers, painting pieces and hair clips at Honest John's in Galena, Illinois and at the Ice Harbor Emporium in Dubuque. She loved all cats and dogs. JoAnn will be deeply missed.

and Joe (Debbie) Splinter, Aquilla, TX;
her nieces and nephews,
Lisa (Charlie) Drahos, Scott (Lisa) Splinter, Jamie (Eric) Wiggins, Jeff Splinter, Alicia (Dustin) Weber, Erin (Kenny Foust) Croll and Justin Splinter;
her great-nieces and great-nephews,
Nicholas, Catrina, Jaylon, Landon, Cameron and Eliza;
and 2 great-great-nieces,
Lilly and Hanah.
JoAnn was preceded in death by her parents.
JoAnn's family would like to thank the nurses and staff at Luther Manor for their kindness and the professional care they have provided for JoAnn.
