Joe Milton Baker, 86, entered eternal rest on January 25, 2026, after a long and courageous journey with dementia and Parkinson's disease. A man of steadfast faith, Joe trusted in the Lord throughout his life and found peace in knowing that his hope was secure in Christ.-

Joe was a devoted husband to his beloved wife, JoAnn, with whom he shared more than 62 years of marriage. Their life together was a testament to love, commitment, and God's grace. He is survived by JoAnn; his children, Darrel Baker and his partner, Michael Reid, and Melanie Dunn; his grandchildren, Justin Dunn and his wife, Victoria, and Tanner Dunn; and his treasured great-grandson, Rio Dunn, with another great-grandson, Jameson, soon to arrive. He is also survived by several nieces and nephews, along with a brother-in-law and sister-in-law.

A graduate of The University of Texas, Joe's commitment to service and excellence was evident early in his career when he was named the Texas Society of Professional Engineers' Young Citizen of the Year. In 1975, Joe moved his family to Round Rock, Texas, where he established deep roots and built a lasting legacy. He opened his civil engineering firm- later known as Baker-Aicklen & Associates, with offices in Austin, Round Rock, Cedar Park, Georgetown, and San Marcos-allowing him to serve both his profession and his family with dedication and integrity. Joe believed deeply in stewardship and service, giving generously of his time and talents to his community and earning a reputation for reliability and excellence among his colleagues throughout Round Rock and Williamson County.

Joe's civic involvement was extensive and impactful. He served on the Board of Appeals, the Board of Adjustment & Appeals, and as Chairman of the Wastewater Advisory Commission. He also served five years on the Round Rock City Council from 1980 to 1985. In addition, Joe was a Director of First Texas Bank of Round Rock, a past governing board member of the YMCA of Greater Williamson County, and a board member of Columbia St. David's Round Rock Hospital. An active member of the Round Rock Chamber of Commerce, Joe served as past chairman and as a member of the Economic and Community Development Committee, as well as on the Board and Executive Committee.

Through his continued contributions to civil engineering, Joe played a significant role in improving the development of Williamson County. In 2006, he was honored as Round Rock's Citizen of the Year. Later, he became Williamson County's first-and only-County Surveyor, a role he fulfilled with integrity, humility, and a deep sense of public service. Joe's life, both professionally and personally, reflected his enduring dedication to community, strong values, and a spirit of service that will be long remembered.

Above all else, Joe loved his family and thanked God for them often. He found joy in simple blessings-especially time spent with loved ones and saltwater fishing, where he felt closest to God's creation. His life reflected quiet strength, kindness, and a servant's heart.

Joe's family takes comfort in the promise of Scripture and the assurance that he is now healed and whole in the presence of his Savior. His faith, example, and love will continue to guide those he leaves behind.

A service celebrating Joe's life will be held at Grace Primitive Baptist Church of Lockhart at 10:00 a.m. on February 7, 2026. Burial will follow at Jeffrey Cemetery in McMahan, Texas.

Joe was always such a wonderful, giving person. A true community minded leader from his days serving the city of Round Rock to his many philanthropic endeavors, Joe was unmatched. He was a gentle kind soul. And the Lord has welcomed him to his rightful place. My thoughts and prayers are with his family during this time of sorrow yet also the recollection of fond memories. Bless you Joe - you were one of the good guys, and Round Rock was fortunate to have you.

Blessings and my condolences to Joanne and the family. Years ago, I served with Joe on the Round Rock city council. I always respected his contributions knowing that he was considering the community at large. Joe was soft spoken however when he spoke, his words carried weight. Round Rock was fortunate to have had Joe representing its citizens throughout his career. I am richer having Joe be a part of my life while living in Round Rock.
