Joe grew up in Milton and was a graduate of Catholic Memorial, Stonehill College and Northeastern University. He was a passionate disability rights advocate and spent his life dedicated to helping others. He worked as a rehabilitation counselor helping people towards independent living. He was one of the many people committed to seeing the passing of the Americans with Disabilities Act (ADA) that increased access around Boston. He saw people through, rather than see through them. Joe was a persistent man who had the gift of gab and was always smiling. He will be greatly missed by all who knew him.

Beloved husband of 53 years to Alda Lyons of Quincy. Loving father of Nancy Lyons of Jamaica Plain. Cherished Pepere of Lucille Allen. Dear brother of Janice Staruch and her husband David of CT. Also survived by his nieces Margo and Darcy Staruch and many other extended family and friends, including Alda’s extensive Lumnah family.

Relatives and friends are respectfully invited to greet the family during the visiting hours on Saturday 7/19/2025 from 10-11 AM in the Keohane Funeral Home, 785 Hancock St., QUINCY followed by a funeral home service at 11 AM. The family requests that you dress for a Celebration of Life for Joe and not for mourning. In lieu of flowers, donations in memory of Joe may be made to the Boston Center for Independent Living, the Disability Policy Consortium, or a charity of your choice.
