Joshua Frampton Carter was born on April 4, 1978 in Provo, Utah at Utah Valley Regional Medical Center to Patti Ann Frampton and Harold Leroy Carter Jr.
Josh proudly served in the United States Marine Corps from 1999 to 2004. Josh served as a Marine Corps Combat Veteran and an Infantry Forward Observer in Mosul during Operation Iraqi Freedom. During his service he received the Marine Corps Good Conduct Metal, 2 Sea Service Deployment Ribbons, National Defense Service Metal, Marksman Rifle Qualification Badge, Marksman Pistol Qualification Badge, and was promoted to Marine Sergeant.
After his military service, Josh obtained a Bachelor's Degree in History at Utah Valley University, and a Master's Degree in Adult and Corporate Education from Strayer University. Josh worked for the Veterans Health Administration in Education and Video Production, producing educational content for the education of Clinicians and Veterans. He also worked for the Department of Defense and worked at the Air Force as a Public Affairs Media Manager.
Josh succumbed to his battle with mental health on July 2, 2025 in Lehi, Utah. He was 47 years old.
He is survived by his mother, Patti Frampton and his father, Hal Carter, his sister, Ashley Brooke Carter, and his brother, Jason William Carter. Josh leaves behind four beautiful children, Lucy Emery Carter, age 20 daughter of Kassandra Wageman Holland, Ethan O'Grady Carter, age 15 and Evelyne Edel Carter, age 11 daughter of Holly Lyne Tunnell Carter, and Raegyn Rose Wilkinson-Carter age 3 daughter of Stephanie Wilkinson.
Josh loved physical fitness and spent some time as a fitness trainer. He had a deep love of learning, and extensive knowledge of many subjects and a conversational knowledge of almost any subject. He was a fan of cinema with an affinity for superhero and horror films.
Josh's vibrant smile and beautiful bright blue eyes are engraved in our memories. He was a Halloween enthusiast, and pyromaniac on the Fourth of July. He was kind and engaging, he was social, he had a magnetic personality, and above all he was a hero. He left a mark on this world, and it is a better place because he was a part of it. Josh, you will be a part of us forever. Semper Fidelis, Ooh-rah!
