Judy Ann (Baxter) Bowden-Welch, 84, of East Dubuque, IL passed away peacefully with her family by her side on Friday, August 8, 2025. A memorial service will be held at 11:00 a.m. on Thursday, August 21st at St. Rose of Lima Catholic Church in Cuba City, WI, with Fr. David Flanagan officiating. Burial will follow in the St. Rose of Lima Church Cemetery in Cuba City, WI. Family and friends may call on Thursday, August 21st from 9:00 a.m. until the time of service at the church. The Haudenshield Funeral Home & Crematory in Cuba City, WI is serving the family.

Judy was born on August 21, 1940 to Austin & Margaret (Hess) Baxter in Madison, WI. She married Lloyd Bowden, he preceded her in death April 29, 1972 and later married William M. Welch on April 13, 1973 at St. Rose of Lima Catholic Church in Cuba City, WI. Judy enjoyed gardening, fishing, gambling, but her pride and joy were her grandchildren. She also enjoyed time spent with her family and friends. She will be sadly missed by all who knew and loved her.

Judy is survived by her 2 children: Tammy Sutter of East Dubuque, IL and Victor (Laurie) Bowden of Asbury, IA; 6 grandchildren: Kelly Sutter, Missy Sutter, Amanda (Ben) Stuhler, Ashley (Nick) Maneman, Amy (Lyle) Hunt & Alicia Bowden; 8 great-grandchildren; 3 sisters: Janet (Arnie) Roper, Joyce (Dennis) McPhail & Julie (Bill) Snyder; sisters-in-law: Margaret Vail & Mary Bowden; along by many nieces and nephews.

She was preceded in death by her parents, husbands: Lloyd Bowden (April 29, 1972) & William "Bill" M. Welch (September 17, 2013), a brother, John (Mary) Baxter, 2 sisters: Jean (Pat) Malone & Joan (Charles) Rooney, and in-laws: Michael (Ella) Welch, Pat (Lois) Welch, Mary Kay Burtis, Truman, John, Warren, Fred, Lawrence & Phillip Bowden.

In lieu of plants & flowers, a Judy Ann (Baxter) Bowden-Welch Memorial Fund has been established.

The family would like to extend a special thank you to Karla from Hospice of Dubuque, special friends, Maggie, Michael, Courtney and to all of our friends and neighbors that reached out during this difficult time. Thank you.
