Judy was born to Paul and Martha Blackburn. She had three sisters; Jean Ralston, Jane Barnett & Teresa Phennis: one brother; Danny Blackburn.
Judy married the love of her life, Douglas Bravard and together they had one son, Bradley Scott Bravard.
One of her favorite things was working with the children at Riley Elementary, where she worked as a teachers aide for 25 years. Judy loved to travel throughout the United States, as well as, many other countries. She was an avid sailor and ready to go sailing on oceans and rivers by the day or week. Finally, one of her greatest assests was being a wonderful homemaker
Visitation for Judy will be on Thursday November 2, 2023, from 5:00 ~ 7:00 pm at Rose City Funeral Home, 2011 Broad St in New Castle. Funeral services will be on Friday, November 3, 2023, at the funeral home at 10:00 am. Burial will take place at South Mound Cemetery West Lawn Addition

Judy and I were very special friends we would go yard sales every sat and came home with treasures one sat we got a parking ticket that wasn't a treasure LIFE BRINGS TEARS,SMILES AND MEMORIES. TEARS DRY THE SMILES FADE, BUT THE MEMORIES LAST IN OUR HEARTS FOREVER. FRAN
