Mr. Julio Cesar Mendez, age 90, of Carrollton, passed away peacefully on Saturday, October 11, 2025. He was born on July 30, 1935, in Caracas, Venezuela, to the late Julio Cesar Mendez Ramirez and Canora Issa de Mendez. In addition to his parents, he was preceded in death by his sister, Flor Mendez de Dominguez.
A dedicated engineer, Mr. Mendez spent much of his career making significant contributions to civil engineering. He played a pivotal role in the planning, development, and execution of the first concrete bridge in Venezuela that crosses Lake Maracaibo, as well as the Guri Dam, a vital hydroelectric facility that provides a considerable portion of the nation’s electricity. Alongside his engineering work, Mr. Mendez shared his knowledge as a Professor at Universidad Central de Venezuela (UCV), where he taught engineering and management courses.
Beyond his professional achievements, Mr. Mendez led an active lifestyle, relishing outdoor activities such as walking, fishing, golfing, and snorkeling. His daily routine included practicing Charles Atlas Dynamic Tension exercises, reflecting his commitment to health and fitness. Above all, he cherished his family, whose lives he enriched with his kindness and wisdom.
He is survived by his beloved wife of sixty-five years, Yolanda Rivero de Mendez of Carrollton; four sons, Julio Mendez Rivero of Jacksonville, Florida, Gustavo Mendez Rivero of Argentina, Mauricio Mendez Rivero of Caracas, Venezuela, and Leonardo Ledezma Rivero of Emory, Texas; his daughter, Amanda Vick Strain of Carrollton; and his grandchildren, Gustavo Jose Mendez Torres, Jose Andres Mendez Torres, Andrea Mendez Senior, Alex Mendez Senior, Gavin Vick, and Riley Vick, along with numerous other relatives.
In accordance with Mr. Mendez’s wishes, he will be cremated.

Cremation services are being provided by Hutcheson-Croft Funeral Home & Cremation Service of Temple.
