In Loving Memory Of
Kathleen Marie Carter- Webber, Age 74 of
Champlin, MN journeyed on Saturday night, December 6, 2025, surrounded by family. She joins her husband, Ronald Gene Webber, her parents, Frank and Anna Carter (Nadeau Boyer), sister, Elizabeth (Betty Anne) Clemons, Linda May Carter, Jerry Carter, Allen Lee Carter
Kathleen was born on February 25,1951 to Frank Carter and Anna Nadeau Boyer in Devils Lake East, Ramsey County, North Dakota. She is the youngest daughter out of seven siblings. She grew up in Devils Lake and Grand Folks area of North Dakota. She graduated from Grand Folks Central High School in North Dakota. She met her first husband, Robert Michael Messinger in Grand Folks, and was married in May 1969. This Union, two children were born, Robert Michael Messinger Jr. and Laura Leigh Messinger Jackson. They later divorced. She married Steve Wilson in 1975, they resided in Crookston, Minnesota for some time before Kathleen moved herself and her children to the Twin Cities shortly after divorcing Steve Wilson in 1982.
She worked in Human Services in the Native American Community as an advocate at Kateri Residence through St Stevens Catholic Church. She served on committees in the Native American community such as Indian Month being recognized by/in the State of Minnesota, she assisted in closing down Hennepin County Detox and how the Minneapolis Police Department treated the men and women in the Native Community when they picked up and brought in through the detox center in the late eighties and early nineties. She also went through Lutheran Social Services for men with reentry into the community. She worked at various places in the business sector such as Cub foods as security and Miller Towing. This is when she met the love of her life, Ronald Gene Webber. They married in Otsego, Minnesota October 2006.They resided here in Otsego until they moved to Rolla, North
Dakota in 2016. Ronald Gene Webber passed away in January 2021 in North Dakota. Her children and grandchildren moved Grandma Kathleen back to the Twin Cities in July 2021. She resided at Mill Ponds Gamble in Champlin till she recently got ill with a heart condition.
Kathleen enjoyed spending time with her dog, Abby in their yard in Rolla, tending to her garden and house plants and visiting family. After she moved back to Minnesota, she would come to her children's home and help with the yard, pulling weeds and getting out the summer plants. She also enjoyed walking the paths with her dog, Abby, behind her apartment in Champlin, she met friends out on these walks and brought home plants from these walks. She enjoyed creating arts and crafts plus sewing in her spare time.
Kathleen received her elder name which is Michaa-Bikizi-Kwe'Gidi-zhini-kaaz , Full Moon Woman as she is a proud enrolled band member of the Turtle Mountain Chippewa of Belcourt,North Dakota.
Kathleen leaves behind two children, Robert Michael Messinger Jr. (Jamie)
Champlin, MN and Laura Messinger Jackson, Minneapolis, MN. Four grandchildren, Robert Messinger lll (Cherish) Amie Messinger, Jordyn Messinger (Brandon) and Andrew Messinger(Devyn Ironshell). She also had five Great Grandchildren, Lyric Levy, Aaliyah Carter, Drake Messinger, Ruby Messinger and Ivy Ironshell Gomez. Kathleen also has two siblings, Bruce Carter of Alexandria, MN and Terri Carter from Wisconsin. She also leaves behind a number of nieces and nephews and cousins.The Chilson Funeral funeral assisted the family with funeral arrangements.
