He was born on September 10, 1946 in Baltimore, Maryland to the late Emerson Plummer and Sadie Calloway Plummer.

After moving to Cambridge, he worked at the Eastern Shore Hospital Center where he met the former Norma Cluff who became his wife on June 25, 1967. The two were married for 39 years until Norma’s passing in 2006. Together they had one child, Michelle Lynn Plummer.

Kenny was a long-time member and past President of the Cambridge Jaycees. He enjoyed serving his community and helping people. During his tenure as a Jaycee, Kenny was given the highest honor in the State of Maryland, “Maryland Militia”. He was also bestowed the title of “Senator” which is the highest honor within the United States organization.
