Kevin Robert Blackwell

Kevin Robert Blackwell, age 67, of Waldorf, Maryland passed away on October 12, 2025. Kevin was the son of Clarence Robert and Delma Phyllis (Martin) Blackwell, born to them on June 20,1958 in Baltimore City, Maryland. He was a 1976 graduate of Baltimore Polytechnic Institute.
Kevin joined the U.S. Coast Guard in 1977 and retired after 26 years as a Petty Officer First Class. He served the Federal Government for 45 years as a Chief Inspector in the Hazardous Materials Division of the Federal Railroad Administration.
He married his wife of 46 years, Deborah Ruth (Spence), on January 20, 1979. He enjoyed fishing, reading, and collecting baseball cards. He was an avid fan of the Baltimore Ravens and Baltimore Orioles and enjoyed watching them play.
Kevin is survived by his loving wife Deborah; daughter, Kelly Davis and her husband Roy; son, Ryan Blackwell and his wife Christina; grandsons, Caleb, Cohen, Silas, and Griffin; mother, Delma Blackwell; siblings, Kimberly Heaney and husband Michael, Kristina Loveland, and Keith Blackwell; along with extended relatives and many beloved friends.
In lieu of flowers, the family asks for donations to be made in Kevin's name to the Rheumatoid Arthritis Foundation (www.helpfightra.org) or the American Heart Association (www.heart.org).
Visitation will be held on Monday October 20, 2025 from 2pm-5pm with a service beginning at 4pm, at Raymond Funeral Services Chapel.
