Louise Foutz Palmer, 89, a long-time Ogden resident, passed away peacefully at Our House Assisted Living facility of natural causes with loving family at her side.

Born to Charles Duane and Dorothy Grange Foutz on January 15, 1936, in St. Anthony, Idaho, Louise was the eldest of five children in her family.

The family settled in Ogden and Louise attended Ogden High School. After school she met Dale Leslie Palmer at Lorin Farr Swimming Pool and fell in love. Dale always said, “…My eyes fell upon the most beautiful girl floating by… and I followed her home.”

Louise and Dale were married in Salt Lake City on July 9, 1953. They raised their family of five children in Ogden.

They enjoyed going on long car rides together, camping, and gardening. In later years they loved serving in the Ogden Temple together. Louise loved her flowers, making ceramics, painting, crocheting, and really all crafty things. She was a proficient canner and enjoyed cooking enough to do it professionally for the Ogden School District as a fabulous lunch lady from the fall of 1968 until her retirement in the late 1990s.

A lifelong member of The Church of Jesus Christ of Latter-day Saints, Louise enjoyed serving in the Relief Society and Young Women programs of the Church. Her Foutz family were pioneer survivors of the Haun’s Mill Massacre and immigrated to the Salt Lake Valley with the early saints. She was very proud of her pioneer heritage.

Louise was saddened at the loss of her husband of just over 67 years in the Spring of 2021. They are reunited again, but are both dearly missed by their family.

Louise is survived by her children, Max L. (Jackie) Palmer of West Warren; Carol Morton of Ogden; Julie (Jim) Cude of Washington Terrace; Linda (Joe) Parke of Bothwell; and Neil D. (Jolene) Palmer of Stoddard; 14 grandchildren, 26 great-grandchildren, and 3 great-great-grandchildren; by her two brothers, Joseph “Larry” Foutz, Tucson, AZ; and Harvey Lynn (Connie) Foutz, Las Vegas, NV.

In addition to Dale, Louise was preceded in death by her parents, brothers, Lewis Duane Foutz and Lon Grange Foutz; by her granddaughter, Melissa Agelis; and by her great-grandson, Maximus Agelis; and by her son-in-law, Gary Morton.

The family thanks the Memory Care staff at Our House Assisted Living and the staff of Atlas Home Health and Hospice, for all of their kind and professional care, and special thanks to Louise’s great neighbors who looked after her with love and compassion.

Funeral services will be on Friday, January 9, 2026, at 2 p.m. at Lindquist’s Ogden Mortuary, 3408 Washington Blvd. Friends may visit with family on Thursday from 6 to 7 p.m. and Friday from 12:30 to 1:30 p.m. at the mortuary. Interment, Ogden City Cemetery, 1875 Monroe Blvd., Ogden.
