Mitchell was born January 21, 1960 in Rome, Georgia to parents, John and Charlotte Hood Proctor. He was a 1977 graduate of East Rome High School and had worked for AST Construction.
Survivors include his chosen children, Jenny Crawford(Lee Pack), Phillip Crawford(Angie), Benjamin Crawford(Kristy), grandchildren, Terri Staford, Tristin Payne, Daniel Crawford, sister, Jan Dudley(Tim), brother, John Proctor, Jr. niece, Brittany Wear(Casey) and nephew, Bubba Dudley. He was preceded in death by his parents, wife, Rebecca Proctor, son, Christopher Crawford, sister, Becky Perri and brother, Michael Proctor.
