Otis Norman Walters, 71 years of age from Terrell, Texas passed away on Friday February 14, 2025. Otis was born on February 12, 1954 in Sulphur, Louisiana to Sanford and Jeanette Rose Walters. He married Carla Edgar Brown in Dallas on August 1, 1996.

Otis was a member of the Dallas County Cowboy Church and retired from the City of Garland Water Utilities Department. Otis enjoyed spending time with his wife and working in his garden. He loved working on his yard he took great pride in the way it looked. He also enjoyed tinkering around with things, he loved to bring things home and fixing them example he brought a broken chair home and fixed it.

Otis was a very loving, giving and thoughtful person to everyone; he loved people he never met a stranger. A fond moment between Otis and his wife Carla, she always told him that everywhere they went he knew someone, it began to be a running joke between them. On vacation one year they went on a cruise and Carla was sure that he wouldn’t know anyone there miles away from home out at sea and sure enough Otis ends up running into a friend on their cruise boat. Carla couldn’t believe it, she said that he he just gave her this look and they had a good laugh.

Otis was survived by his spouse, Carla Edgar Walters, his children, Christopher William, Brandalyn Suzette, Sarah Elizabeth and Hannah Joy and five grandchildren; brothers Hudy Carl (Bubba), Gerald DeWayne (Boogie); sisters Merlada Carolyn, Charolette Kay and Pamela Jean.
