Kelly was born January 12, 1961, in Logan Ohio to Paul Edward and Shirley Friley Proctor. He was a graduate of Logan High School; attended Wilmington College; and was a marathon runner who ran in the Boston Marathon.
Kelly was a Pro Bass Fisherman; and loved golfing, watching the OSU Buckeyes, and Jeff Gordon.
Surviving are his mother, Shirley Proctor of Logan; sister, Vikki (Damon) Kuhn of Logan; sister-in-law, Lorie Proctor of Ashville; aunt Ruby Blackstone of Logan; and nieces and nephews, Rick (Candice) Proctor Jr. of Ashville, Zach (Brittany) Proctor of Columbus, Jenna Kuhn of Canal Winchester, and Madison (Tommy) Wilson of Logan.
Kelly was preceded in death by his father, Paul Edward Proctor, and brother, Rick Proctor.
Funeral services will be held at 6 pm, Friday, June 17, 2022, at the Heinlein-Brown Funeral Home, Logan, Ohio with Pastor Dan Crawford officiating.
Calling hours will be observed 4-6 pm on Friday, June 17, 2022, at the funeral home.
