In Loving Memory of Mrs. Peggy Smalling Billerman
July 3, 1950 – October 1, 2025

Mrs. Peggy Smalling Billerman, 75, passed away peacefully on Wednesday, October 1, at Piedmont Newton Hospital in Covington.

Born July 3, 1950, in Bethesda, Maryland, Peggy was the eldest of four children born to Clayton and June Smalling. She was known throughout her life for her intelligence, dedication to service, and deep care for her community.

Peggy moved to Monticello in the 1980s, where she soon became a vital part of Jasper County government. At that time, she raised bees and had a store in Juliette selling bee products such as honey, candles, and Christmas ornaments. She served as Jasper County Planning Director for a number of years, helping to guide the county's growth with thoughtful oversight and a steady hand. Her commitment to public service culminated in her role as Monticello City Manager, a position she held with distinction for four years. Even after retiring, Peggy continued to answer the call to serve, returning multiple times as interim city manager-each time offering stability, leadership, and a wealth of institutional knowledge when it was needed most.

Her legacy as a public servant is marked by a tireless dedication to the betterment of Monticello and Jasper County. She led with integrity, compassion, and a genuine love for the people and place she served. Colleagues and citizens alike respected her thoughtful approach to governance and her willingness to go above and beyond.

Beyond her professional accomplishments, Peggy had a keen eye for detail and shared her talents by proofreading for The Monticello News for many years. She was also a lover of animals and found joy in spending time outdoors, appreciating the quiet beauty of nature.

She was preceded in death by her sister, Mary Smalling, and brother, Bill Smalling.

Peggy is survived by her loving husband, Bill Billerman of Monticello; daughter, Donna (David) Coe of Monticello; brother, John Smalling of Eatonton; grandchildren, Brandon Coe of Jackson and Mariah Coe of Monticello; five great-grandchildren; and several extended family members and dear friends.

Peggy Billerman leaves behind a legacy of service, strength, and compassion. Her contributions to the City of Monticello and Jasper County will not be forgotten, and her impact will be felt for generations to come. She will be deeply missed by all who had the privilege to know her.
