Phyllis Moore-Allen Obituary

Our beloved mother and grandmother, Phyllis M. Moore-Allen, passed peacefully on April 19, 2025. She was 95 years old. Born October 7, 1929, in Wendell, Idaho, she graduated from Healdsburg High School and eventually settled with her family in Napa in 1961.

Mom is survived by her children, Kathy Ball, husband Larry, Betsy Bombola and John Dinsmore, Jeff Moore, wife Sue, nine grandchildren, fourteen great-grandchildren, and two great-great-grandchildren. She included many others as part of her family. She hosted several foster children, was a camp mom, and participated in "The Happening" at the Presbyterian Church. Her loving inclusion of others was one of her strongest attributes.

Dedicated to her strong spiritual beliefs, she remained active at the Christian Science Church in Napa all of her days.

Mom's very full and active life included a political career as Commissioner, Councilmember, and Mayor of Napa. As Mayor, Mom visited and helped establish a "Sister City" relationship with Iwanuma, Japan, which is still in place today. She was also active in state and national politics. Mom sat on several state boards and agencies. She was a member of President/Governor Reagan's election committees and invited and attended his first inauguration in Washington D.C.

She was recognized as Napa Woman of the Year multiple times. She and her husband, Jack Moore, established the Century-21 Jack Moore Reality Company, which grew to one of Napa's largest and most successful at that time.

In her later years, she relocated to Seattle, Washington, and married Woody Allen. There she worked as a Right of Way Agent/Negotiator, as well as pursuing an education in divinity and comparative religions.

Mom will be remembered for her trust in God, love for family, friends, and community, her strength in public service, and her dedication to making life better for all.

There will be a celebration of life to honor memories of her on Sunday, May 18, 2025, from 2:00 to 4:00 pm at the Napa Valley Adult Park - Community Center located at 1040 Orchard Avenue, Napa, CA 94558.
