Phyllis was born on February 22, 1944, in Bell, California, to Heliodore Dominic (HD) and Kathryn (Leeper) Goc. She moved to Blunt, South Dakota, at a young age, where she grew up on her family's farm alongside her brother and three sisters. As class valedictorian, Phyllis graduated from Blunt High School in 1962. She met her soulmate, James Melvin Vincent, and they were married on July 27, 1963, in Blunt, South Dakota. Over the years, Phyllis and James lived in several places before settling in Aberdeen, South Dakota, where they made their home in 1970.

In 1971, Phyllis began working at the Flame Restaurant, dedicating over 40 years of service until her retirement in 2012. She became well-known as “Phyl from the Flame” and was fondly remembered for her long tenure there. Phyllis loved spending time with family and friends, especially playing cards like pinochle. She took great pride in cooking and organizing family gatherings, and her love for her family was unwavering. Reading, playing piano, accordion, bowling, and crocheting were some of her favorite pastimes. In her later years, she devoted herself to supporting her five children, fourteen grandchildren, and twenty-six great-grandchildren.

Phyllis is survived by her children: Richard (Mildred) Vincent of Sioux Falls, SD; Renita (Kelly) Swenson of Newnan, GA; Robyn (Michael) Olson of Mobridge, SD; Raelene (Jeffrey) Sanders of Wetumpka, AL; and Russell (Stephanie) Vincent of Becker, MN; grandchildren: Heather Anglin, Rachel Vincent, Dominic Vincent, Jessica Morgan, Jonathan Swenson, Darren Olson, Nicole Ash, Tiffany Keller, Ty Olson, Anna Kathryn Shineflew, Jaxon Shineflew, Jeff Ross, Dylan Vincent, and Kaitlyn Vincent; great grandchildren: Kyanne Anglin, Rain Anglin, Steele Anglin, Aspyn Anglin, Nevaeh Pardick, River Pardick, Sahara Pardick, Isabella Greiner, Destin Pardick, Noah Greiner, Oliver Greiner, Jaxton Vincent, Ruby Swenson, Margot Swenson, Nevaeh Moser, Brielle Olson, Jemma Olson, Kolt Olson, Hallie Rae Hartinger, Kyla Ash, Paisley Hannasch, Piper Kay (PK) Hannasch, Melia Keller, Brody Hannasch, Layla Keller, and Ellienor Olson; Sisters, Janet Parker (Pierre, SD) and Kathy Hoisington (Overland Park, KS); Brother, Frank Goc (Fort Pierre, SD); Sister-in-law Linda Johnson (Gettysburg, SD).
