Raymond David Hebert of Dover passed away Wednesday February 18, 2026, at home. He was 78.

Mr. Hebert was born on December 3, 1947, in Fitchburg, Massachusetts to the late Lorenzo A. Hebert and Bernadette Richards Hebert.

He served in the United States Air Force for 8 years, then the reserves for 30 years and additional 6 years he worked Civil Service as an aircraft electrician. Mr. Hebert enjoyed tending to his yard, baseball, golf, family gatherings and especially being with his children and grandchildren.

Mr. Hebert was a member of Holy Cross Catholic Church, the American Legion and the Elks Lodge.

In addition to his parents he was preceded in death by his brothers, Donald, Arthur and David Hebert.

He is survived by his wife of 22 years, Sandra Lee Collins Hebert of Dover; son, David Hebert and his wife April of Dover; daughter, Laura Spicer pf Dover; stepson, Samuel Collins Burrows, III and his fiancé Katrina A. Thomas of Preston, MD: grandchildren, Darren R. Hebert, Madaline E. Hebert, Tyler G. Spicer, Devin R. Spicer and his wife Crystal all of Dover, Colton C. Burrows and Carli Burrows both of Viola, Mason Thomas of Preston, MD, Katelyn A. Spicer ; great grandchildren, Blaze Thomas of Preston, MD, Levi Thompson, Samuel S. Spicer and Ruby-Grace all of Dover; and sister-in-law, Elaine Hebert of Mass; and several nieces and nephews.

A Mass of Christian Burial will be held 10 AM Friday, February 27, 2026 at Holy Cross Catholic Church, 631 S. State Street, Dover. A viewing will be held from 6-8pm Thursday evening at Torbert Funeral Chapel South, 1145 E. Lebanon Road, (Rt.10), Dover. Interment will be in Odd Fellows Cemetery, Camden.

In lieu of flowers the family suggests contributions be made to Holy Cross Catholic Church, 631 S. State Street, Dover, DE 19901.
