Richard was born on January 28, 1957, in California, to the late George Winters and Pauline Lindsey Winters. He is survived by his wife Tammy Winters; son Richard Jay Winters Jr.; daughter Tabitha Mixon; grandchildren Brandon Mixon, Jonathan Mixon, Dakota Mixon, Jasmine Winters, Emily Winters, Ashley Winters, Bella Winters, Trenton Winters and great grandchildren, Riley Clements and Mei'lani Walker.
