Born in Ankara, the Republic of Turkiye, a son of Nermin Dilsen and Burhan Cahit Sumer. He graduated from Kocatepe Mimar Kemal Lisesi High School in Ankara, Turkiye.
Rifat first came to the United States in 1993 and then became a naturalized citizen in 2011.
He enjoyed many interests, including the love of fishing, his home garden of roses, fruits and vegetables, cooking his native Turkish foods and Turkish network news and cultural shows. Rifat especially loved time spent with his family and his grandchildren.
Rifat is survived by his loving wife of over 30+ years, Meral Tasar Sumer; his son, Jay Mert Sumer and his twin daughters, Ates and Alev Sumer; his three grandchildren Lilia, Aslan, Uriah and a host of extended Turkish family
Arrangements have been entrusted into the care of Williams Funeral Home and Burial Services
