Roger Dale Lehmann, 60, of Boyertown, Pennsylvania, and recently Tilghman Island, Maryland, passed away on November 13, 2025. He was the devoted husband of Barbara Warner Lehmann, with whom he shared a life full of love, laughter, and adventure.

Born and raised in the Yellow House, PA area, Roger graduated from Daniel Boone High School in 1982. Though he never attended college, Roger was a lifelong learner. He invested thousands of hours in courses, seminars, and classes, becoming an expert in local, county, state, and federal regulations related to sewage, surveying, engineering, and environmental permitting. His knowledge was entirely self-taught, driven by curiosity and a desire to help others. Realtors, property owners, developers and community members knew they could count on Roger for guidance-always just a phone call away, always generous with his time and expertise. Driven by a passion for learning, he made sure to share his knowledge, benefiting many, both in his community and beyond. His motto summed up his approach:

"I'd rather keep you out of trouble than get you out of trouble."

Roger's passions reflected his zest for life. He loved honing his cooking skills and tending his vegetable garden. Dogs were his constant companions, and he found joy in snowmobiling and 4-wheeling with his posse. Trips to New York City for a visit to sit on the Macy's Santa Claus' lap was always a highlight. Roger could build anything from a laptop to a house and everything in between. He was also a collector of small vertical engines-a hobby that spoke to his appreciation for craftsmanship and detail.

Roger began his professional journey with Inventory Control Systems (1983-1986) before venturing into entrepreneurship. He owned All County Investments & All County Environmental (1986-1992) and later All County and Associates, Inc. (1992-2025). His work ethic and commitment to excellence earned him respect across industries and communities alike, and he generously dedicated his time to mentoring others.

Roger's heart belonged to Boyertown. He poured his energy into civic organizations and projects that shaped the town's character:

Boyertown Lions Club (2006-present), serving as President (2010-2011); helped secure funding for Boyertown's Christmas lights; participated in hanging American flags for the Fly the Flag Program; volunteered many hours for Chicken BBQ's, hoagie sales, Sidewalk Sale booth, and countless other Lion's charitable events.

Building a Better Boyertown, championed the Buy a Brick Program.

Boyertown Park, spearheaded the joint effort between the Boyertown Lions, the Boyertown Rotary and the Borough of Boyertown to install improvements including exercise equipment, pickleball courts, walking trails, disc golf, benches, and a children's exercise area.

Past President of Boyertown Lions Community Ambulance Board.

Board Member of Boyertown Historical Society (2013-2017) and Berks-Mont Business Association (2012-2020).

Current President of Boyertown Area Fire and Rescue Board.

Boyertown Borough Zoning Hearing Board (Chairman)

Boyertown Museum of Historic Vehicles Duryea Day - Planning committee member

Boyertown Landscape Planters - instrumental in their funding and placement. Roger could be seen many times over the years watering the beautifully maintained planters

Volunteered for Relay For Life and Special Olympics swimming.

Played a pivotal role in restoring the Colebrookdale Railroad line, securing the beloved caboose that now delights visitors.

At the state level, Roger served as President of the PA State Board of Directors of Sewage Enforcement Officers (2013-2015, 2021-present) and was instrumental in the recent development of PA DEP-approved training courses for SEOs-leaving a lasting mark on his profession.

Roger's contributions earned him numerous awards, including:

LIONS Eye Bank of Delaware Valley Award (2010)

LCIF (Lions Clubs International Foundation) Honor Roll (2012)

Boyertown Citizen of the Year (2013)

Boyertown Lions Club Lion of the Year (2019)

PASEO Dean Schultz Outstanding Service Award (2020)

Roger's favorite quote from Confucius captures his philosophy:

"We have two lives, and the second begins when you realize you only have one."

He lived his second life fully-embracing every opportunity to learn, give, and make a difference. His generosity, integrity, and unwavering commitment to others will be remembered by all who knew him.

Roger leaves behind his loving wife Barbara, dogs Pluto and Silas, family, dear friends, and a community forever grateful for his service and friendship.

A Celebration of Life will be scheduled for the Summer 2026.
