Rubin Walker Webb, born on November 6, 1926, in Hoxie, Arkansas, passed away peacefully on September 13, 2025, in Bryant, Arkansas. He lived a remarkable life that spanned nearly a century, leaving behind a legacy defined by his dedicated service and unwavering commitment to his community.

Rubin was married to the love of his life Earline (Lawson) for 74 years and they made their home in Little Rock.

He was preceded in death by his parents, Paul and Nina Webb; his wife Earline; brothers Billy S. Webb and Paul D. Webb; and a sister Enid Jordan. These family members will welcome him fondly in memory as he is remembered for his dedication, warmth, and the love he shared with all who knew him.

Rubin is survived by a host of friends and family, who celebrate his life and the profound impact he had on them. His legacy will undoubtedly live on through the many lives he influenced throughout his extensive career and personal relationships.

Rubin's career with the City of Little Rock stretched from May 1949 to May 1999, during which he served as the Fire Chief from 1979 until his retirement in 1999. His leadership and dedication in this critical role helped shape the fire service in Little Rock for years to come. A proud member of various firefighting organizations, Rubin was a life member of The Arkansas Firefighter Association and the Arkansas Fire Chiefs Association, as well as the International Association of Fire Chiefs. Notably, he served as the past president of the Arkansas Fire Chiefs Association and dedicated 16 years of his service to the Arkansas Fire Academy Board.

Beyond his professional achievements, Rubin was a man of character and integrity, known for his loyalty to the many lives he touched. He devoted himself not only to his vocation but also to his family and friends. Rubin's commitment to public service was complemented by his military service, which included his enlistment with the 8th Army 106th Infantry Division in the South Pacific during World War II. He served in the Philippines, Okinawa, and Japan from 1945 to 1946, later continuing to serve in the Army Reserve until November 1950. He was called to active duty for the Korean War, where he proudly served in the United States Navy CB's Unit until November 1954. Rubin was also a recognized member of the American Legion and enrolled in the registry of the National WWII Memorial in Washington, D.C.

Active in his community, he was a dedicated member of Indian Springs Baptist Church and engaged with the Lakeside Country Club. His passion for fellowship extended to his involvement in the Masonic Lodge, where he held a life membership with Albert Pike Lodge 714, Bendemeer Grotto, Scottish Rite of Freemasonry, KCCH, and the Royal Order of Scotland.

Rubin is survived by a host of friends and family, who celebrate his life and the profound impact he had on them. His legacy will undoubtedly live on through the many lives he influenced throughout his extensive career and personal relationships. Special thanks to the Fox Ridge, Bryant Staff and Hospice Home Care Staff for taking such good care of Rubin during his time with them.

Services to honor Rubin Walker Webb will take place at Smith Little Rock Funeral Home in Little Rock, Arkansas. Visitation is scheduled for September 18, 2025, from 11:00 AM to 12:00 PM, followed by a funeral service from 12:00 PM to 1:00 PM. He will be laid to rest at Forest Hills Cemetery in Alexander, Arkansas, with burial and Firefighter Honor Guard Bell Service commencing at 2:00 PM.

Rubin's life was an embodiment of service, honor, and duty, and he will be deeply missed by all who had the privilege to know him.
