Russell Earl Outlaw, age 80, formerly of Ocracoke, NC, died Monday, October 27, 2025, at Waterbrooke Elizabeth City Assisted Living. He was born in Wanchese, NC, on October 3, 1945, to the late James Earl Outlaw and Hilda Pearl Barnett Outlaw, and lived a life full of creativity and devotion. He served his country honorably as a member of the U.S. Army. A devoted cosmetologist by profession, Russell was admired for his artistic flair and dedication to his craft. His career as a hairstylist allowed him to connect with many people, bringing beauty and confidence into their lives.
Beyond his professional life, Russell found joy in writing, an interest that allowed him to express his thoughts and imagination in creative ways. He was also a member of the Pentecostal Church, where he found spiritual nourishment and community.
His memory will be cherished by those who survive him: his sister, Geni Zeinner, and her husband, Fritz, of Chester, VA; his brothers, Woody Outlaw and his wife, Betsy, of Ocracoke, NC, and Jimmy Outlaw and his wife, Rita, of IA. In addition to his parents, Russell was preceded in death by his sister, Rita Lafferty, and his brother, Maynard Outlaw.
Russell's kind spirit and gentle heart touched all who knew him. His family and friends will forever remember his warm smile, generous nature, and the stories he shared.
