Scott was born April 5, 1963, in Urbandale, Iowa to Fred and Norma Clarke.

Scott attended Urbandale High School and then went on to attend Des Moines Area Community College to earn an associate degree and printing certification. He continued his education earning a BA in Political Science at Drake University.
Scott worked in the printing industry first at the Wall Street Journal and then at Color FX in Des Moines before moving to Dubuque, where he worked for Quebecor, Quad Graphics. He began his management career at Anderson Windows and most recently worked for John Deere Works in Dubuque.

Scott was an avid bicyclist and was known to be "on the trail" by all who knew him. Scott enjoyed the Iowa State Fair every year in addition to a love of music and movies and was a self-taught student of history. Christmas was always his favorite time of the year.

Scott's biggest love was his family. Those left to embrace his memory are his siblings Steve (Mary) Clarke, Eileen (Dennis) Bogaards, Brian Clarke, and his nieces, nephew and grandnieces.

A Celebration of Life service will be held at Hoffman Schneider & Kitchen Funeral Home on August 16, 2025, from 1-3 in Dubuque, Iowa.

In lieu of flowers, memorials may be directed to St. Jude Children's Research Hospital.
