Sheila Carter, 78, of Manchester passed away Sunday, September 28, 2025 at Eagle Creek Nursing Center in West Union. She was born October 12, 1946, in Maysville, KY, daughter of the late Joseph Yates and Loretta (Secrest) Johnson. She was the widow of the late Johnny Carter who passed away in 2014. In addition to her husband and parents, she was preceded in death by her sister Barbara Downing and a nephew Douglas Downing.

Sheila attended Miler Business College and was a Common Pleas Court Clerk for Adams County.

She is survived by her children Jonda (Greg) Young, Cody (Michelle) Carter; nephew Benjamin (Kerinda) Downing; grandchildren, Brayden, Rylie and Bryce Young, Kayleigh (Tyler) Barton, Kamey and Kloey Carter; great-nieces, Addi and Ambree Downing; siblings, Jeff, Rob, Ray, Beth Johnson and Tammy (Randy) Brewer; special friends, Sue Dryden and Clyta Carter.

Family and friends are invited to a visitation from 12:00 PM, until the time of the funeral service at 1:00 PM, Thursday, October 2, 2025 at Wilson Funeral Home, 35 W. Second St., Manchester. Burial will follow at Manchester Cemetery.
