Stephen Loucks, son of the late John Jackson Loucks and Virgina Jeanette (Sparkman) Loucks was born on April 26, 1948 in Chaffee, Missouri and departed his life on Sunday, November 9, 2025 at Saint Francis Medical Center in Cape Girardeau, Missouri at the age of 77 years.
He was a Veteran of the U.S. Navy and served in the Vietnam War on board USS Canberra (CA-70). He was a former employee of Frisco and then Burlington Northern Santa Fe Railway for 42 years. He was a member of the United Transportation Union, Local 947, and served as Secretary, Treasurer, and Legislative Representative.
After retiring from the railroad, he dedicated himself in service to the city of Chaffee. In 2008, Mr. Loucks was appointed to Chaffee City Councilman, in 2010 he was appointed to Mayor of Chaffee, and in 2011 he was elected as Mayor of Chaffee, Missouri serving the city of Chaffee until present day.
On March 16, 1973 he was united in marriage to Janet Kay Boyts in Benton, Missouri. Mrs. Loucks survives of the home in Chaffee.
Along with his wife, survivors include one son, John (Victoria) Loucks of St. Charles, Missouri; two grandchildren, Isla and Adelae Loucks of St. Charles; one daughter, Jillian (Joseph Jr.) Carilli of Washington, D.C.; one brother, Danny (Joyce) Loucks of Chaffee; and, by other relatives and friends.
Tribute of Mr. Loucks’ life will take place on Wednesday, November 12, 2025 from 4:00 until 6:00 PM at Amick-Burnett Funeral Chapel in Chaffee. Veteran of Foreign War Post #3127 service will be held at 6:00 PM followed by the Chaffee Elk’s presentation. Entombment will take place on Thursday, November 13, 2025, at Missouri State Veterans Cemetery in Bloomfield at 11:00 AM with full military honors.
