Steven Louis Carter was born on December 31, 1954, in Hobbs, New Mexico to Louis Elvin and Ruth Juanita (Clapper) Carter. At five years old his family relocated to the Hominy area. Steven grew up going to Hominy Schools and was also involved in Rodeo. He loved team roping and calf roping. He graduated from high school in 1973. Steven completed his education by attending OSU Tech Okmulgee, he received an associate’s degree in leather work, making shoes, boots and saddles.

Steven had his own saddle shop on Main Street for a few years before entering law enforcement. He worked for the Wynona Police Department then for the Osage County Sheriff’s office. Steven then went to work at Whirlpool where he retired in 2016.

Steven met Kimberly Carroll after his brother told him about her. They spent the last 39 years together; they got married October 24, 2008, in Miami, Oklahoma. Steve and Kim went on cattle drives in Western Oklahoma for 10 to 15 years. They loved camping and trail riding. Steve never lost his love for rodeos.
