Thomas C. Munn, 56, Retired Foster Township Police Chief, passed away Thursday, August 7, 2025, at his residence.

Born June 21, 1969, in DuBois, he was the son of Thomas M. and Diana L. (Plyler) Munn, of DuBois.

Tom was a 1987 graduate of Brockway High School. He later attended the University of Pittsburgh at Bradford and Indiana University of Pennsylvania where he received his Act 120 training to become a police officer in 1989.

On May 21, 1994, in St. Bernard Church, he married Charla J. (Butler) Munn who survives.

Tom's first employment was with Corydon Township Police Department as a patrol officer on land and on water on the reservoir at Kinzua Dam while attending Act 120 training. He later joined the Port Allegany Police Department in July of 1989, working there until July of 1991. In 1991, he joined the Foster Township Police Department as a full-time police officer, obtaining his certification in wiretap and electronic surveillance in 1992. In 2008, he was appointed Lieutenant. Tom was known for his knowledge and expertise in obtaining search warrants, so much so that other agencies would ask for his assistance. In 2010, Tom was appointed Police Chief for Foster Township, a position he held until he retired on August 20, 2024, for a career of 35 years in law enforcement. During his retirement, he brought his training and police skills to become the Guidance Center's Facilities Security Officer, a position he held up until to his death. During his police career, he also worked part-time at the Eldred Police Department, Smethport Police Department, and Pitt Bradford Campus Police Department.

He was a member and served as Western Coordinator for the McKean County Drug Task Force, the Fraternal Order of Police, the Seneca Law Enforcement Association, and served on the Board of Director for the McKean County Domestic Violence Program.

Tom's greatest joy in his life was spending time with his family, especially his wife Charla, daughter Natalie, and his daughter-in-law Emily. His second favorite thing in life was fishing. For over a quarter of century, he traveled to lakes in Canada each summer. He especially loved fishing at "Island 10" on Lady Evelyn Lake in Temiskaming Shores, Canada the last 20 years.

Surviving in addition to his parents, Tom and Diana, of DuBois, is his wife Charla of 31 years, his daughter Natalie (Emily) Munn, one sister Tammy (Randy) Drum of DuBois, nephew Dustin (Sydnee) Drum and niece Drew Drum, Tom's sister-in-law Sue (late Dan) Hillard, two brothers-in-law, Mike (Sandy) Butler, and Charley (Beth) Butler, and their children.

Family will receive friends on Sunday August 10, 2025, from 1 pm to 4 pm in the Hollenbeck-Cahill Funeral Homes Inc. 33 South Avenue, Bradford. Friends are also invited to attend a Mass of Christian Burial at 10 am on Monday in St. Bernard Church with Fr. Jim Gutting as Celebrant. Committal services will follow in St. Bernard Cemetery.
