Timothy attended Carrick High School and went on to earn a Bachelor's degree from the University of Pittsburgh, as well as Master's Degree from Duquesne University and the University of Pittsburgh. He also completed the FBI National Academy.

Timmy proudly served in the Army and had a distinguished military career. After his military service, he dedicated 35 years to the City of Pittsburgh, rising from patrolman to Commander. He then served as the Chief of Police in Bethel Park for 9 years, accumulating a total of 48 years in]n law enforcement. His extraordinary bravery earned him the distinction of being the first Bethel Park Police Officer to receive the "Medal of Valor", the departments highest honor. In an era where faith and law enforcement wavered, Timmy stood resolute, refusing to conform to passing trends and movements against police. He embodied the quintessence of old-school policing.
