Born on November 17, 1956, in Evansville, Indiana, to Frederick and Joyce Biggs, Vicky's life was a testament to the power of kindness and the strength of family bonds.

Vicky was a cherished mother, sister, aunt, and friend. She was the wonderful mother to Andrea Jones and her husband Shawn Angle, a guiding light to her siblings Karen Wallace and her husband Albert, Jarrett Powell and her husband Eddie, and Danny Biggs and his wife Cathy. Her nieces, nephews, and extended family felt the warmth of her caring nature, and she will be deeply missed by all who knew her. Vicky was preceded in death by her loving parents, her devoted husband of many years, Melvin Edward Capps, and her niece Brandy Moorfield.

Her professional life was marked by dedication and service, as she spent many fulfilling years at Anchor Industries and the Arc of Evansville. Vicky's work ethic and commitment to her community were unparalleled, and she left an indelible mark on all the lives she touched through her career.

Vicky's interests and personality made her the life of the party at family cookouts and gatherings. She was known for her caring nature, and her family will forever remember her as a thoughtful and loving person. Baptized alongside her sister Karen on May 4, 1969, Vicky's faith was an integral part of her life, guiding her actions and her unwavering support for her loved one

Her presence brought light and laughter to every room, and her absence will be felt deeply by those who were fortunate enough to experience her kindness and her spirited embrace of life.
