Virginia Wills Baxter, age 81, passed away unexpectedly on February 3, 2025, in her hometown of Virginia Beach, VA.
Virginia was born on December 5, 1943, in Norfolk, VA, to Edward and Gertrude Wills. Her father, Ed, worked as a lineman for the telephone company, which meant the family moved frequently during her early years. This upbringing shaped her warm personality she never met a stranger. After graduating from Norview High School in 1960, Virginia pursued higher education at the University of North Carolina, where she decided to study Physical Therapy, driven by her passion for helping others.
In September 1966, Virginia married her beloved husband, Bruce Baxter III, and settled in Virginia Beach, VA, where she practiced physical therapy until focusing her efforts on motherhood and helping Bruce build a successful construction and swimming pool business.
She was a strong and generous person who always put others first, leaving a lasting impact on those around her. Her interests included philanthropic efforts for The King's Daughters, reading, playing bridge, participating in the garden club, "tasting" white wine and the occasional political debate, but above all, she lived for her family and friends.
Affectionately known as "Mimi" by her grandchildren, Virginia was a devoted wife, mother, grandmother, sister, and friend. She cherished time spent with her loved ones, creating lifelong memories through holiday traditions, vacations, and shared activities.
She is survived by her husband, Bruce Baxter III; her siblings, Ed Wills and Peggy Ellis; her children, Bruce and Scott Baxter; her daughter-in-law, Amanda Baxter and her grandchildren, Brandt and Hunter Baxter.
A memorial service will be held on Friday, February 7, at First Presbyterian Church in Virginia Beach, VA, at 2 PM, with a reception to follow at the Princess Anne Country Club.
Virginia will be deeply missed but forever remembered in the hearts of those who knew and loved her.
