William Joseph Cagney Jr.

William Joseph Cagney, Jr., 92, passed away peacefully in his home on December 28, 2025 surrounded by his loving family. He was born on May 12, 1933 to the late William J. Cagney and Marie Buchanan Cagney in Norfolk (Ocean View), VA.
Bill is survived by his wife of 63 years, Carol Francioni Cagney and his children, Patrick F. Cagney (Diana) of Elizabethtown, KY, Linda M. Cagney Hirtz (Vince) of Norfolk, VA, Sean F. Cagney of Abingdon, VA, Ann C. Korel (Evan) and Mary F. Cagney of Norfolk, VA. Grandchildren, Aaron S. Korel of Las Vegas, NV, Sylvia N. Cagney and Arden O. Cagney of Abingdon, VA and Alyssa East of Elizabethtown, KY and three great grandchildren. He was predeceased by his sisters and brothers-in-law, Mary Alice Carter and Clarence J. Carter and Rita "Patty" Phelps and Stanley Gene Phelps.
He attended Holy Trinity Catholic School, Norfolk Catholic High School, and Division of William & Mary (now Old Dominion University).
Bill served in the United States Army in the Seventh Army, 35th Transportation Corps, in Germany and Switzerland. He had a special assignment as one of the drivers for the Presidential Staff attending the 1955 Geneva Summit and while there, he met President Dwight D. Eisenhower.
In 1956, he was employed by the City of Norfolk, Dept. of Utilities and retired in 1989 with 33 years of service. After retirement he was employed by engineering firms Presnell & Associates of KY from 1989 to 1992 and Land Services, Inc., Norfolk, VA from 1992 to 1994.
Bill loved boating. As a teenager, he built a small boat from a kit and raced it locally. He and his sons participated in several sailboat races, The Harborfest Michelob Challenge and The Race to Cock Island. He was a former member of Elizabeth River Power Squadron.
Visitation on January 5, 2026 from 5-7pm at H.D. Oliver Funeral Apartments, 1501 Colonial Ave, Norfolk, VA.
A Mass of Resurrection will be celebrated on January 6, 2025 at 12 noon at Blessed Sacrament Catholic Church, 6400 Newport Avenue, Norfolk, VA where he was a member since 1962. A reception will immediately follow the mass in the social hall. Interment at St. Mary's Catholic Cemetery, 3000 Church Street, Norfolk, VA.
In lieu of flowers, memorial donations may be made to Blessed Sacrament Catholic Church, 6400 Newport Ave, Norfolk, VA or to a charity of one's choice.
