William Frank Minga, 79, of Portsmouth, VA died on Sunday, April 6, 2025. He was the son of the late Frank Lee Minga and Frances King Minga. He is survived by his wife of 17 years Barbara Mae Minga; step daughter, Teresa Harwell (James); daughter, Glenie Minga Jones (Dale); son, William Frank “Bill” Minga, Jr.; grandchildren Andrew (Katie), W.N.(Courtney), Ashley, Clay, Colt (Lauren), and five great grandchildren.
A native of Isle of Wight County, Bill retired from Norfolk Naval Shipyard. He had a passion for writing and published two books. He loved reading and studying history.
A graveside service will be held on Wednesday, April 9, 2025, 2 p.m. at St. Luke’s Memorial Park, Smithfield, VA. Online condolences may be registered at www.littlesfuneralhome.com
