Outside of his professional life, William found joy in riding his Harley and cherished every moment spent with his beloved family. His love for the open road was only surpassed by his devotion to those he held dear.

He is preceded in death by his parents, Virginia A. White Palmer and Clifford R. Palmer, I; his daughters, Shannon Palmer and Rebecca Palmer; his stepson, Billy Liskey; his brother, Frank Palmer; and his sister-in-law, Shelby Kay Rock.

Bill leaves behind a loving family who will forever hold him in their hearts: his devoted wife, Jean E. A service to honor William's life and legacy will be held at Albert G. Horton, Jr. Memorial Veterans Cemetery in Suffolk, VA with military honors on Tuesday, November 18, 2025 at 12 noon. The Cremation Society of Virginia, Chesapeake Office, is assisting the family during this time of need. Friends and family are invited to share online condolences at www.vacremationsociety.com.
