William Mebane Raper, was born on October 28, 1947, in Newport News, VA to Jasper Mebane Raper and Lucille Harris. He passed away on Thursday, January 29th at his home in Bedford, VA after bravely battling mesothelioma.

Bill had a distinguished career serving his country building, designing, and repairing Navy ships for over 40 years. After he graduated from Newport News High School, he enrolled in Newport News Shipyard’s Electrician’s Apprenticeship School. At the end of his Apprenticeship training, he earned the Homer L. Ferguson Award and a full scholarship to complete an Engineering degree at Old Dominion University.

Beginning in 1974, he worked as an Electrical & Mechanical Engineer at Newport News Shipyard, then began his career with Norfolk Naval Base’s Civil Service repairing navy ships all over the world. His final job was supervising others as they traveled to keep our Naval fleet ready at all times.

Bill quietly supported charities and causes throughout his lifetime. He loved our country, believed in the rule of law, the Constitution of the United States, and supported those who needed a helping hand.

Bill is survived by his wife of 51 years, Susan Lawless Raper; his daughter, Hansi Raper Post (Chris); brother, Steven Raper; family members: Forbes family, Faircloth family, Toole family; and many, many friends. And his beloved cats, Princess Penny & J. Pierre Trudeau.

No service is planned, as requested by William.
