William E. Skaggs, affectionately known as "Pop" and "Mr. Bill" (to his Food Lion family), passed away peacefully on February 24, 2026, two weeks before his 90th birthday. Born in Leslie, West Virginia, on March 12, 1936, he lived a life marked by devotion to family, community, and country. Bill served his country in the West Virginia National Guard and the United States Navy, worked as a pipefitter in local shipyards, and dedicated many years as a maintenance mechanic for what was originally Foster Grant, and later became American Hoechst, Huntsman Chemical and Nova Chemical. Following his retirement, he continued to serve his community in customer service at both the Woods Corner and Centerville/Mt. Pleasant Food Lions for many years. Bill was a selfless, hard-working man, and a devoted husband, father and grandfather. He always placed the needs of his family above his own. Bill was always tinkering on something as a jack of all trades, raised a huge garden with his wife for many years and was an avid reader. He was a member of Mt. Pleasant United Methodist Church until his wife's health no longer allowed them to attend regularly.

He was preceded in death by his beloved wife of over 52 years, Emma Ree Harris Skaggs; his parents, Addie Lucille Keen Skaggs and Aubrey Lee Skaggs; brothers Jerry Michael, Kenneth and Gary; and his sister Karen Sutherland.

His legacy includes one son, William (Billy) R. Skaggs (fiancée Brenda) and two daughters, Joyce (Joy) McMahon (fiancé David Squires) and Norma Harrington (husband David). He was the proud grandfather to five grandchildren: Ashley Pulasky; Cory Skaggs (wife Christy); Chad Jackson (fiancé James Buehner); Shawn Skaggs (fiancée Rachel Hayman); and Hannah Harrington. There are eight cherished great-grandchildren: Abel, Emma, Jameson, Benny, Everett, Grace, Elijah, and Waylon. He is also survived by two brothers, Fred Skaggs (wife Ola) and Hilbert Skaggs; two sisters-in-law, Connie Miles (husband David) and Annette Skaggs; and numerous nieces and nephews.

The family will receive friends on Sunday afternoon from 2:00 PM to 4:00 PM at Oman Funeral Home and Cremation Service, 653 Cedar Road, Chesapeake, VA.

Family and friends are invited to attend a graveside service on Monday, March 2, 2026, at 11:00 AM at Chesapeake Memorial Gardens, 524 Cedar Road, Chesapeake, VA 23322. The service will be officiated by Johnna Byrd-King, and military honors will be accorded by the United States Navy.

As he was a lifelong animal lover, the family kindly requests that contributions be made in Bill's memory to The Chesapeake Humane Society, 312 Battlefield Blvd., N. Chesapeake, VA 23320.
