He was born on May 7, 1940, in Augusta County, to the late Kenneth Lanier and Mary Juanita Deahl Wine.

After retiring, William spent many hours on his sheep farm, often with his loyal dog, Duke, by his side. He especially enjoyed spending time in his woodworking shop.
